TOWN of ROOSEVELT Minutes of the REGULAR TOWN BOARD MEETING December 14, 2021 Timberland Lutheran Church, 20805 County Hwy H Barronett The meeting was called to order at 7:00 pm. Present: Lee Huber, Trish Miner, Tyler Odden, Steve Madison, Wayne Romsos, Sandi Johnson, Terry Johnson, Angela Landsworth, Hans Landsworth Serena Fankhauser and Greg Odden not present due to illnesses. Greg Odden is chairman for the municipality, and due to his absence a chairman needs to be appointed. There was a motion by Tyler Odden, 2nd by Lee Huber, to appoint Lee Huber as chairman for today’s meeting. MC Public Input Sandi Johnson and Angela Landsworth both questioned the board as to how it is determined which roads in the township are chosen to get blacktopped. There question is in reference to the recent blacktopping of Odden Rd, and why was it chosen? Lee Huber stated that there are specific requirements that had to be met for a township to receive funding for this particular LRIP project, and Odden Rd is the only road in the township that fulfills the requirements. One of the requirements is that there has to be a business serviced by the road. There was a motion by Tyler Odden, 2nd by Lee Huber, to accept the minutes from the previous regular meeting. MC Treasurer’s Report Cash on Hand as of November 30, 2021: $71,538.11 Clerk’s Report Checks # 8819-8825 in the amount of $5,598.56 were presented for payment. There was a motion by Tyler Odden, 2nd by Lee Huber, to pay bills as submitted.MC Old Business Roads – Steve Madison picked up 4 loads of sand/salt. There was further discussion pertaining to acquiring funds to pay Monarch for blacktopping Odden Rd. Lee Huber mentioned that he talked to Cumberland Federal, and the town can secure a loan through Cumberland Federal Bank to cover the necessary payment, and when the LRIP payment is received the loan can be paid off. The loan amount will be $96,808. After further discussion, there was a motion by Lee Huber, 2nd by Tyler Odden, to pursue a line of credit with Cumberland Federal Bank in the amount of $96,808 to pay the grant portion of LRIP project # 1009-49-38.MC There was also a motion by Lee Huber, 2nd by Tyler Odden, to pay Monarch Paving $105,303.78 as soon as the bank loan is completed. MC With the absence of Greg Odden, it was necessary for the board to add signers to the list of eligible people to sign checks for payments. Lee Huber and Tyler Odden are added signers onto the account at Cumberland Federal Bank. New Business Election Workers for 2022/2023 cycle - There was a motion by Tyler Odden, 2nd by Lee Huber to approve the election workers for the 2022-2023 elections.MC Starwire Technology - Tyler Odden received a letter from Starwire Technology expressing their desire to partner with the county and some townships to try to secure grant money to expand broadband in rural areas. This would include fiber to homes supplying internet speeds faster than what is currently available from Centurylink. Starwire representatives are requesting to attend the January board meeting to supply more details. Announcements The next monthly meeting will be Tuesday, January 14th @ 7 pm at Timberland Lutheran Church. Motion by Lee Huber, 2nd by Tyler Odden to adjourn the meeting at 7:40 pm. MC.
