REGULAR TOWN BOARD MEETING
July 7, 2026
Timberland Lutheran Church, 20805 County Road H, Barronett
Present:  Lee Huber, Becca Odden, Tyler Odden, Serena Fankhauser, Todd Coons, Steve Miller, Emily Boucher, Steve Madison

The meeting was called to order by Chairman Lee Huber at 7:02 pm.

There was a motion by Lee Huber, 2nd by Tyler Odden, to accept the minutes from the previous regular meeting. MC

Public Input
Steve Miller, a representative from CASTA, was at the meeting to give an update on bike trails. Starting in July until the end of the year there will be five more miles of bike trails being built. This will equal 30 miles of bike trails and 18 miles of ski trails. There are also five campsites. 

Treasurer’s Report
Cash on Hand as of July 31, 2026:  $286,565.40

Clerk’s Report
Checks #9433-9437,9439 in the amount of $13,652.98 were presented for payment. There was a motion by Lee Huber , 2nd   by Tyler Odden to pay bills as submitted.  MC

Old Business
Dust control will be applied on Thursday, July 9th throughout the township. The board discussed a few projects that could be completed this summer. Lee Huber made a motion that we improve ditching with gravel on Nelson Road, just north of Timberland Rd. 2nd by Todd Coons. MC Lee Huber also made a motion to proceed with the intersection improvement at Heart Lake Rd and Spring Lake Rd. 2nd by Tyler Odden. MC. Tyler Odden made a motion to replace all road signs. 2nd by Todd Coons. MC.

Emily Boucher from Northwest Planning Commission attended the meeting. The town will be moving forward with making a comprehensive plan for the township. The committee will consist of five residents from the township; they will play an integral role in the future planning of the township. The kickoff meeting will be on August 13th.

New Business 
There was no new business discussed at the meeting.

Partisan Primary will be on Tuesday, August 11th from 7 am-8 pm.
Next month's meeting will be Wednesday, August 13th  at 7:00 p.m.
There was a motion by Tyler Odden, 2nd by Lee Huber, to adjourn the meeting at 8:40 pm. MC

The meeting was called to order by Chairman Huber at 7:01 pm.

There was a motion by Lee Huber, 2nd by Todd Coons, to accept the minutes from the previous regular meeting. MC

Treasurer’s Report
Cash on Hand as of May 31, 2026:  $281,278.94

Clerk’s Report
Checks # 9420-9425,9430-9432 in the amount of $21,578.22 were presented for payment. There was a motion by Lee Huber, 2nd   by Tyler Odden to pay bills as submitted. MC

Old Business
The board discussed projects that could be completed with the remaining LRIP projects. Multiple ideas were discussed and reviewed, but no action was taken. There were no new updates on zoning. 

New Business  
A liquor license for Roosevelt Hills and bartenders licenses was reviewed. There was a motion by Lee Huber to approve the 2026- 2027 liquor license and bartender licenses. 2nd by Tyler Odden. MC. A beer and wine license for Timberland Bar and Grill was reviewed. There was a motion by Lee Huber to approve the 2026-2027 license. 2nd by Todd Coons. MC. 

There was a motion by Todd Coons, 2nd by Tyler Odden to adjourn the meeting at 7:54 pm. MC.

Treasurer’s Report

Clerk’s Report
Checks # 9426-9429, in the amount of $8251.01 were presented for payment. There was a motion by Lee Huber, 2nd   by Tyler Odden to pay bills as submitted.  MC
Old Business
Becca Odden and Lee Huber gave an update on the LRiP application. The total cost of the project was $28,145.00 The town will be receiving $13,303.80 in cost sharing. The town has an additional $5001.00 to use towards another project. 
New Business  
Road Review – Superintendents and Lee Huber reported on road review. After some discussion,  a motion was made by Lee Huber to install the signs that were discussed on the road tour with an addition to Slow Down for Children on Delano Dr. 2nd by Tyler Huber. MC. A second motion was made by Lee Huber to have Madison Construction finish graveling on Boyd Road. 2nd by Todd Coons. MC. 

The board discussed the Envirotech rotation and application schedule. Lee Huber amended the motion from the April meeting from authorizing him to have $6000.00 towards dust control. To make the motion to have two full trucks in 2026. Todd Coons 2nd the motion. MC.

Emily Boucher attended the meeting and presented information about a Comprehensive Plan. This plan was recommended to the board by Jason Townes after rezoning properties in the township. The purpose of a Comprehensive Plan is to create maps, plan for the future and development of the township. This will be done through a committee of five members of the town over several months with the assistance of Northwest Planning. Lee Huber made a motion to hire and go forth with the Northwest Planning to make a Comprehensive Plan for Roosevelt Township. Tyler Odden seconded the motion. MC.
There was a motion by Todd Coons, 2nd by Tyler Odden to adjourn the meeting at 7:54 pm. MC.

The meeting was called to order by Todd Coons at 7:31pm.

There was a motion by Lee Huber, 2nd by Todd Coons, to accept the minutes from the previous regular meeting. MC

Public Input
Brad Boe, co-owner of the Timberland Tavern, attended the meeting to find out the status of the liquor license in the municipality. He also had questions about banners and specific rules about banners. The board referred Mr. Boe to the Burnett County Zoning Board. 

Angela Larson and her husband, owners of the Roosevelt Hills, gave an update on their property and upcoming events throughout their nine month season.

Treasurer’s Report
Cash on Hand as of February March 31, 2026:  $312,1065.25. Serena Fankhauser also reported that the SAM/ARPA had been renewed. She also reported that the county is switching to a new tax online system in the beginning of 2027. There will be training in the summer of 2026. The change will cost the municipality $500. Also, the State Biennial Budget provides an additional appropriation of $1,000,000 annual within the General Transportation Aids program to towns with mismatched revenues. Roosevelt was one of these municipalities and received a one time payment of $27,923.96 during the second quarter. 

Clerk’s Report
Checks #9409-9419 in the amount of $9877.48 were presented for payment. Becca Odden reported on the spring election. Overall, it was a good day and the election workers did a great job. There was a motion by Todd Coons, 2nd by Lee Huber to pay bills as submitted.  MC

Old Business
The Road Review was discussed and the date was changed to Thursday, May 14th from 4-7. 

Becca Odden gave an update on the zoning. She had received an email from Jason Towne stating there were a few questions to be followed up on and that the Zoning Board would be reviewing the application in July. 


New Business 
Tyler Odden got a bid from Sleepy Hollow Mowing for ditch mowing in the amount of $5335.00. After some discussion, Lee Huber made a motion to move forward with Sleepy Hollow completing ditch mowing in the bid amount pending fuel prices, 2nd by Tyler Odden.
The estimate for having Enviroblend provide dust control to the town roads was provided by Lee Huber. Steve Madison brought forth the idea that he had recently acquired a water truck and would be able to provide a similar service. The board discussed both options and a motion was made by Lee Huber to authorize him to have $6000.00 towards dust control. He will be in contact with both parties and make the final decision. 2nd by Tyler Odden. MC.


The Fire Ordinance 2026-02 was read. Tyler Odden made a motion to approve Ordinance 2026-02. Todd Coons, 2nd the motion. MC.

The Resolution 2026-02 was read. Tyler Odden made a motion to approve Resolution 2026-02. Todd Coons 2nd the motion. MC.

The Successor License and two bartender licenses were presented for Roosevelt Hills. Tyler Odden made a motion to approve the Successor License and two bartender licenses. Todd Coon, 2nd the motion. MC.

There was a motion by Tyler Odden, 2nd by Lee Huber, to adjourn the meeting at 8:54 pm. MC

    NOTICE IS  HEREBY  GIVEN  that  the  Town  of  Roosevelt  in  Burnett County,   shall 
 hold  its  

Open Book meeting  on Tuesday, May 12th  from  1:00-3:00 p.m. 

The Board of Review will be held Thursday, May 21st from 5:00-7:00 pm

Open Book and Board of Review will take place at Timberland Lutheran Church  20805 Cty Rd H, Barronett.
Please  be  advised  of  the  following  requirements  to  appear  before the  Board of  Review  and  procedural  requirements  if  appearing  before  the  Board:
    No  person  shall  be  allowed  to  appear  before the  Board of  Review,  to  testify  to  the  Board  by  telephone  or  to  contest  the  amount  of  any  assessment  of  real or personal property  if  the  person  has  refused  a  reasonable  written  request  by  certified  mail  of  the  Assessor  to  view  such  property.
    After  the  first  meeting of the   Board of  Review  and  before  the  Board’s  final  adjournment,  no  person  who  is  scheduled  to  appear  before the  Board of  Review  may  contact,  or provide  information  to  a  member of  the  Board   about  the  person’s  objection  except  at a  session  of  the  Board.
    No  person  may  appear  before  the  Board of  Review,  testify  to the  Board  by  telephone  or  contest the  amount  of  the  assessment  unless,  at  least  48  hours  before  the  first  meeting  of  the   Board  or  at  least  48  hours  before  the objection  is  heard  if  the  objection  is  allowed  because  the  person  has  been  granted  a  waiver of  the  48-hour  notice  of  an  intent  to file  a  written  objection  by  appearing  before  the  Board  during  the  first  two  hours  of  the  meeting  and  showing  good  cause  for  failure  to  meet  the  48-hour  notice  requirement  and  files  a  written  objection,  that  the  person  provides   to the  clerk of the  Board of  Review   notice  as  to  whether  the  person  will  ask  for  removal  of  any  Board  members  and, if  so,  which  member  will  be  removed  and  the  person’s  reasonable  estimate  of  the length of time  that  the  hearing  will  take.
    When  appearing  before  the  Board of  Review,  the person  shall  specify, in  writing,  the  person’s  estimate  of  the  value  of  the  land  and  of  the  improvements  that  are  the subject  of the  person’s  objection  and  specify  the information  that  the  person  used  to  arrive  at  that  estimate.
    No  person  may  appear  before  the  Board of  Review,  testify  to  the  Board or  by  telephone  or  object  to  a  valuation;  if  that  valuation  was  made  by  the  Assessor  or  the  Objector  using  the income  method   of  valuation;  unless  the  person  supplies  the   Assessor  all  the information  about  income  and  expenses,  as  specified  in  the  Assessor’s  manual  under  Sec.  73.03 (2a)  of  Wis.  Statutes,  that  the  Assessor  requests.  The  Town of  Roosevelt has  an  ordinance  for  the  confidentiality  of information  about  income  and  expenses  that  is  provided  to  the  Assessor  under  this  paragraph  which  provides  exceptions  for  persons  using  information  in  the  discharge of  duties  imposed  by  law or  the duties of  their  office or  by order of  a  court.  The  information  that is provided  under  this  paragraph,  unless  a  court  determined  that it  is  inaccurate, is  not  subject  to the  right of  inspection  and  copying  under  Sec.  19.35 (1) of  Wis.  Statutes.
    The  Board  shall  hear  upon  oath,  by  telephone,  all  ill  or  disabled  persons  who  present  to  the  Board   a  letter  from  a  physician,  surgeon  or  osteopath  that  confirms  their  illness  or  disability.  No other persons may testify by telephone.

ANNUAL TOWN MEETING
Tuesday, April 15, 2025

The meeting was called to order by Lee Huber at 7:07 pm.

Present: Todd Coons, Lee Huber, Tyler Odden, Steve Madison, Serena Fankhauser, Becca Odden, Wayne Romsos, Jeremy Burton
 
The agenda was approved by consensus.

There was a motion by Tyler Odden, 2nd by Todd Coons, to accept the minutes of the 2024 Annual Meeting. MC

The Financial Statement for 2024 was reviewed. There was a motion by Todd Coons, 2nd by Lee Huber, to accept the statement. MC

After some discussion, the board has decided to increase the following wages and fees. Todd Coons  made a motion to increase the clerk and treasurer’s wage by $2000 each. Raising the clerks' salary from $10,000 to $12,000 and the treasurer’s salary from $5000 to $7000. There was also a motion to increase Lee Huber seconded the motion. MC.

There was a motion by Steve Madison, 2nd by Tyler Odden, to allow the Town Board to set the levy. MC

Road Work for 2024 – Throughout the township dust control application was put on a rotation throughout the township. Culverts were replaced on the Dump and Ski Road. The 911 signs are in progress as is the LRip application. 

Cemetery update – Wayne Romsos reported on the cemetery board. Paul Boucher is the new secretary/reporter. Dick Diesterhaft will continue to mow and Artie Erickson will be his backup. They are looking for donations towards the cemetery gate or  for the upkeep of the cemetery. 

Fire Association update – Lee Huber has stated that there are no significant changes. The roster remains strong and there will be no rate changes this year.                                                               
Date set for 2026 Annual Meeting will be the 3rd Tuesday in April @ 7 pm, at Timberland Church.
