REGULAR TOWN BOARD MEETING
Wednesday, January 14, 2026

The meeting was called to order by Chairman Odden at 7:00 pm.

Present: Lee Huber, Serena Fankhauser, Becca Odden, Tyler Odden, Wayne Romsos, Todd Coons, Willy and Jace Boe

There was a motion by Lee Huber, 2nd by Tyler Odden, to accept the minutes from the previous regular meeting. MC

Public Input
Willy Boe, owner of Timberland Pub, addressed the board and discussed the possibility of getting another liquor license in the township. 

Treasurer’s Report
Cash on Hand as of December 31, 2025: $297,639.23

Clerk’s Report
Checks # 9369-9380 in the amount of $77,156.67 were presented for payment, There was a motion by Lee Huber, 2nd   by Todd Coons to pay bills as submitted.  MC

Old Business
The board discussed current road conditions and agreed that more sand should be applied due to the slippery conditions. One of the supervisors would reach out to Steve Madison about the application.  

New Business  
Rebecca Odden presented an Election Worker Ordinance, which would allow the town to reduce the number of election workers from 5 to 3 because of the use of a voting machine. A resolution was also presented which would allow election workers to work half the day. Both documents were read and considered and will be voted on at the next meeting. 

Announcements
The next monthly meeting will be Wednesday, February 12th  pm at Timberland Lutheran Church.

The meeting was called to order by Chairman Huber at 7:00 pm.

Present: Todd Coons, Lee Huber, Becca Odden, Tyler Odden (via phone), Serena Fankhauser, Wayne Romsos, Angie and Jay Larson, Anthony Wachewicz, Steve Madison

There was a motion by Lee Huber, 2nd by Todd Coons to accept the minutes from the Town Levy/Budget meeting. MC

Treasurer’s Report
Cash on Hand as of November 30, 2025:  $256,110.73

Clerk’s Report
Checks # 9359-9368 in the amount of $41,480.67 were presented for payment. There was a motion by Lee Huber, 2nd by Todd Coons, to accept the report and pay bills as submitted.MC

Old Business
The board discussed LRIP and that it is completed on Boyd Lane. Rebecca Odden and Lee Huber will complete the paperwork and submit it for reimbursement in January. Lee Huber also reported on the CITRIC, a local committee, where LRIP applications are assessed. Currently, the committee is done regionally, but it won’t be completed this way moving forward it will either move to a state level or moved back to the county level. At this time we don’t know which way it will go, but there are pros and cons for each. 

Steve Madison reported on plowing, sanding and brush cutting within the townships. 

The board also discussed the Continuation of Business of Ordinance with the amended wording. Lee Huber made a motion to pass the ordinance, 2nd by Todd Coons. MC. (The ordinance is published on the website for full review.) Ordinance 2025-01 became effective as soon as it was published in three locations. 

New Business

Rebecca Odden presented election workers for 2026-2028. Resolution 2025-01 was presented to the board listing all workers and subs for the next two years. Lee Huber made a motion to approve Resolution 2025-01, 2nd by Todd Coons. MC. 


The new owners, Jay and Angie Larson, of Roosevelt Hills attended the meeting. They introduced themselves and explained their plans for Roosevelt Hills. The application for successor was presented to the board. The board reviewed the application and Lee Huber made a motion to deny the successor application based on State Statute 125.04 - 12 B.4. The application must go through the regular application process. 2nd by Todd Coons. MC. 

There was a motion by Tyler Odden, 2nd by Lee Huber to adjourn the meeting at 8:05. MC

]]><![CDATA[Ordinanance 2025-1]]>Mon, 22 Dec 2025 01:21:16 GMThttps://www.townofroosevelt.com/notices/ordinanance-2025-1The Town of Roosevelt, Burnett County, does ordain as follows:
  1. The provisions of Chapter 125, Wis. Stats., defining and regulating the sale, procurement, dispensing, and transfer of alcohol beverages are adopted and made a part of this Ordinance by reference. A violation of any such provision shall constitute a violation of this Ordinance. 
  2. Abandonment of License issued by the Town in accordance with Ch. 125, Wis. Stats. is a basis upon which the license may be revoked, suspended, or non-renewed as provided in Section 3 below. This Ordinance was adopted pursuant to the power granted to the Town under § 125.10(1), Wis. Stats. For purposes of this Ordinance, “Abandonment of License” means a failure or refusal of the licensee to exercise the privileges granted under the license in question, including the use of the licensed premises, for the purpose for which the license was granted for a period of thirty (30) days or more consecutive days or the failure to open the licensed premises to the public for the purpose for which the license was granted for 50% or more of the days in any 12-month period without prior approval of the Town Board. In addition to general grounds, the loss of the right to make use of the licensed premises for purposes of the license, such as may result from the expiration or revocation of a lease or the sale by the licensee of the licensed premises to a third party, shall constitute Abandonment of License upon the passage of the requisite period of time. 
  3. If disciplinary action is taken against  a licensee, including revocation, suspension, or non-renewal of a license issued under Ch. 125, Wis. Stats., the procedure mandated under present Wisconsin Statute 125.12, or its successor, will be followed.  In the event the licensee cannot be found, any summons under Wis. Stat. Chapter 125 may be published once in a newspaper of general circulation deemed most likely to provide notice to the licensee, or as otherwise required by Wisconsin law. Any license that has been revoked shall not be reinstated within the following 12 months and the licensee may not receive a refund of any license fee.  
  4. In lieu of a hearing, the Town Board may accept surrender of the license, and the board shall then determine the time period before another application for an alcohol beverage license received by the former licensee will be considered by the Town Board. 
  5. SEVERABILITY. In the event any portion of this ordinance is or becomes invalid or illegal, the remaining portions shall remain in full force and effect.
  6. EFFECT. This ordinance shall take effect following passage and posting in three public places by the Clerk.

Treasurer’s Report
Cash on Hand as of October 31, 2025: $231,943.51

Clerk’s Report
Checks # 9353-9358 in the amount of $4,133.49 were presented for payment. There was a motion by Tyler Odden, 2nd by Lee Huber  to pay bills as submitted.  MC

Old Business
The board reviewed the budget that was presented and approved by a motion made by Lee Huber and seconded by Todd Coons. MC. 

New Business
The board discussed implementing a continuation of business ordinance. They reviewed the document with the help of Mr. Anthony Wachewicz. Lee Huber made a motion for the law office of Weld Riley to make revision to the document as discussed at the meeting and provide the board with an updated document for the December meeting. Tyler Odden 2nd. MC.

Tyler Odden and Lee Huber gave an update on the LRip project on Boyd Lane. The project had been started and was making good progress. Todd Coons gave an update on road signs. County Rd H and Timberland Rd have been completed with the exception of two homes. The board thanked Todd for his work on this project. 

After some discussion there was a motion by Lee Huber, 2nd by Todd Coons to renew the Command Central annual maintenance contract. MC

There was a motion by Tyler Odden, 2nd by Lee Huber to adjourn the meeting at 8:36. MC

There was a motion by Lee Huber, 2nd by Todd Coons, to accept the minutes from the previous regular meeting. MC

Treasurer’s Report

Clerk’s Report
Checks # 9350-9352 in the amount of $3,517.99 were presented for payment. There was a motion by Tyler Odden, 2nd   by Todd Coons to pay bills as submitted.  MC

Old Business
An update was given on the current LRIP project on Boyd Lane. The board discussed the zoning project and Lee Huber made a motion to contact the zoning committee with the intent of rezoning all R-1 and R-2 parcels in Roosevelt Township, with the exception of Craig Hokanson’s property and leaving it R-3. 2nd by Todd Coons. MC.

Todd Coons is continuing to put up fire signs in the township and is currently working on properties on County Road J.

New Business  
After much discussion, about the continuation of the business ordinance. Lee Huber made a motion to have WTA or a private lawyer review the draft ordinance, so that the board has a resolution draft to vote upon at the November meeting. Tyler Odden 2nd. MC. 

Rebecca Odden will create the Fall newsletter and will post it on the town’s website. It will include topics, such as: current road projects, Enviortech( Dust Control) Application rotations, Lumber Harvesting and other important township information. 

Budget review-Overall, the initial draft looks good, but it will be reviewed again in November. The date for the budget hearing and town levy meeting will be Wednesday, November 12th with the board meeting to follow.


There was a motion by Lee Huber, 2nd by Tyler Odden to adjourn the meeting at 7:46. MC

Public Input
Colleen and Kevin Leuschner attended the meeting to ask questions about the rezoning and posed the question why are we rezoning. Craig Hokanson also attended the meeting to discuss the rezoning on his property.

Old Business
 The board discussed ongoing road discussions. Steve Madison was present and gave a bid for the current LRip project. No other bids were presented. Lee Huber made a motion to accept the bid from Madison Construction for the project on Boyd Lane. Tyler Odd seconded the motion. MC. Lee Huber made a motion to leave zoning on the agenda for the October meeting. Tyler Odden seconded. MC.

Lee Huber was contacted by a member of CASTA. The organization would like to work with the board to control the dust on Boyd Lane going to the Ski/Bike Trails. Lee Huber informed the organization that these decisions are made in the spring, so the board will reach out to them closer to the date.  

New Business  
The date for the budget hearing and town levy meeting will be Wednesday, November 12, 2025 with the board meeting to follow.

Announcements
The October meeting will be on Wednesday, October 8th, 2025. 
Preliminary Budget review will be Wednesday, October 8th, 2025.

Treasurer’s Report

Clerk’s Report

Old Business
Lee Huber and Becca Odden both reported on the zoning. Both have been contacted by property owners after receiving letters about the zoning changes. All owners have been in favor of the change. Lee Huber also gave an update on the LRip project. The request for bids will go into the next paper for two weeks. 

Todd Coons gave an update on fire signs that are going up in the township. Todd Coons also updated the board on the application of the durablend. After some discussion, the board is overall satisfied with the durablend and will continue to apply in the future. 

Lee Huber reported on the timber contract with Travis Krizan for the lumber that is being harvested on the Dump Road. Mr. Krizan will be paying a down payment in the amount of $3000.00 and the remainder after the trees are harvested.

 Lee Huber and Becca Odden gave an update on the zoning. Letters will be sent to property holders in August.

Lee Huber gave an update on the roads within the township. After further discussion and what was seen on the road tour, there was a motion for Madison’s Construction to apply gravel on Lake 32 Road to the South Boundary of Skinner and on Nelson Road off of Timberland Rd. Tyler Odden 2nd the motion. MC. Lee Huber made a second motion for Madison Construction to improve the ditching on Nelson Road to the west as needed and add supplementary gravel as needed. Tyler Odden 2nd the motion. MC

New Business 
A bartender license was presented for approval from Timberland Bar and Grill. Lee Huber made a motion to review and approve the application. Tyler Odden 2nd. MC.

Envirotech was applied to the township roads in the middle of July. There was minimal discussion about the application and feedback given to the board has been positive. The township looks to continue it in the future.

NOTICE IS  HEREBY  GIVEN  that  the  Town  of  Roosevelt  in  Burnett County,   shall 
 hold  its  

Open Book meeting  on  Monday, September 8th  from  4:00-6:00 p.m. 

The Board of Review will be held Monday, September 15th from 5:00-7:00.

Open Book and Board of Review will take place at Timberland Lutheran Church  20805 Cty Rd H, Barronett. 

Please  be  advised  of  the  following  requirements  to  appear  before the  Board of  Review  and  procedural  requirements  if  appearing  before  the  Board:
    No  person  shall  be  allowed  to  appear  before the  Board of  Review,  to  testify  to  the  Board  by  telephone  or  to  contest  the  amount  of  any  assessment  of  real or personal property  if  the  person  has  refused  a  reasonable  written  request  by  certified  mail  of  the  Assessor  to  view  such  property.
    After  the  first  meeting of the   Board of  Review  and  before  the  Board’s  final  adjournment,  no  person  who  is  scheduled  to  appear  before the  Board of  Review  may  contact,  or provide  information  to  a  member of  the  Board   about  the  person’s  objection  except  at a  session  of  the  Board.
    No  person  may  appear  before  the  Board of  Review,  testify  to the  Board  by  telephone  or  contest the  amount  of  the  assessment  unless,  at  least  48  hours  before  the  first  meeting  of  the   Board  or  at  least  48  hours  before  the objection  is  heard  if  the  objection  is  allowed  because  the  person  has  been  granted  a  waiver of  the  48-hour  notice  of  an  intent  to file  a  written  objection  by  appearing  before  the  Board  during  the  first  two  hours  of  the  meeting  and  showing  good  cause  for  failure  to  meet  the  48-hour  notice  requirement  and  files  a  written  objection,  that  the  person  provides   to the  clerk of the  Board of  Review   notice  as  to  whether  the  person  will  ask  for  removal  of  any  Board  members  and, if  so,  which  member  will  be  removed  and  the  person’s  reasonable  estimate  of  the length of time  that  the  hearing  will  take.
    When  appearing  before  the  Board of  Review,  the person  shall  specify, in  writing,  the  person’s  estimate  of  the  value  of  the  land  and  of  the  improvements  that  are  the subject  of the  person’s  objection  and  specify  the information  that  the  person  used  to  arrive  at  that  estimate.
    No  person  may  appear  before  the  Board of  Review,  testify  to  the  Board or  by  telephone  or  object  to  a  valuation;  if  that  valuation  was  made  by  the  Assessor  or  the  Objector  using  the income  method   of  valuation;  unless  the  person  supplies  the   Assessor  all  the information  about  income  and  expenses,  as  specified  in  the  Assessor’s  manual  under  Sec.  73.03 (2a)  of  Wis.  Statutes,  that  the  Assessor  requests.  The  Town of  Roosevelt has  an  ordinance  for  the  confidentiality  of information  about  income  and  expenses  that  is  provided  to  the  Assessor  under  this  paragraph  which  provides  exceptions  for  persons  using  information  in  the  discharge of  duties  imposed  by  law or  the duties of  their  office or  by order of  a  court.  The  information  that is provided  under  this  paragraph,  unless  a  court  determined  that it  is  inaccurate, is  not  subject  to the  right of  inspection  and  copying  under  Sec.  19.35 (1) of  Wis.  Statutes.
    The  Board  shall  hear  upon  oath,  by  telephone,  all  ill  or  disabled  persons  who  present  to  the  Board   a  letter  from  a  physician,  surgeon  or  osteopath  that  confirms  their  illness  or  disability.  No other persons may testify by telephone.
